Another very good choice for international shoppers wanting to parcel their shipping is EntroPay. You can get a Virtual Debit Card with EntroPay. Signing up is free and upon successful creation of account the user is allowed to load 20 bucks of the available currencies they offer. Once you are a verified user, which of course requires submission of relevant documentation, the restriction of using just 20 bucks vanishes and is replaced by another one which is different for uploading, withdrawing and even per transaction. You can upload your money via bank account or any credit/debit card at a certain fee. Once you have uploaded your money, you are clear to buy products from websites that accepts VISA. Plus, you can also get a prepaid plastic MasterCard with which you can make payments with chip and PIN. To withdraw money from your card, you’ll have to find an ATM, from all parts of the globe. This is by far the most unique service. If security & flexibility is your number one priority, you should not have an issue here.

Used widely by Freelance services, its perhaps extremely well known to users of Elance, Odesk, Fiverr & Guru etc. Once you sign up and get verified, you can easily get their Debit Card delivered to your home. Though they do not provide virtual debit cards, but allow funding the account via Credit Cards. Once you sign up with Payoneer and get verified, you get your own US bank account or EU bank account. There are restrictions of course. The account can only be used for payments being sent to you from companies and in the case of EU account; from SEPA member countries only. The service is truly global and caters to companies and individuals from 200 countries. There are some limitation to withdrawals to bank accounts locally, however the Payoneer card can be used to withdraw funds globally anywhere MasterCard is accepted.
This is by far the most helpful service out there for international shoppers. They give you a virtual debit card. How does this work? Well they need some basic info from your end along with a US shipping address from one of their partnered services(names mentioned below). You then need to make a card payment which includes a one time application fee. Once your credentials have been approved it then takes 2-4 business days for you to get the virtual debit card working. You then reload it with your own credit card and start shopping at stores where VISA is accepted. You do need to make sure that you are connected via a reliable VPN service when making transactions and that you cannot use the card for monthly subscriptions for Netflix, Spotify or HuluPlus because the card does not allow recurring payments. You can however purchase gift cards first, load them and then use it for the monthly services. The card cannot be linked to Skrill or PayPal… I know bummer!

Do not freak out by the webpage of 3V Visa (because the pink might remind you of pink panther cartoon). 3V Visa is a slightly different prepaid service. Rather than paying for a virtual debit card or creating an account, you simply by a Visa Prepaid Voucher worth a set amount. The amount ranges from $30-$500 but you can read about their purchase procedure also. Buying 3V Visa prepaid Voucher is once again safer than using your credit card online, and it also helps you reduce/control your spending. It is also nice because you can take it offline as well. Besides online, you can use the prepaid voucher numbers over the telephone and or even through mail order. There is no credit check and no application, so there is no chance of your identity being stolen. There is also very little risk of someone getting the voucher’s information. Once you pay for the voucher, you get the V3 account number directly on the website, but expiration date and CVV code are sent to you via email. This greatly reduces the risk of hackers getting a hold of information and using the voucher. One can also transfer funds from one voucher to another (for a rather low $1.95 fee). This is something prepaid cards lack, and is something that can prove to be very handy and cost effective. For the more cautious shopper, this is definitely a worthy option.
MyWireCard is a Germany based prepaid virtual debit card service, and it functions in much the same way as other prepaid services. They offer Visa Card and Master Card both. Their Visa card can be purchased from any retailer in Germany which makes it an actual Visa card. Their Master Card is however a virtual one which can be made into a physical card as well. After filling out your account details, you load money onto it and it becomes instantly available for use. This service is free to signup and there is no annual fee attached to it but the currency is by default set to Euros, which is not a big deal for much of the world, but it may be a hard conversion for buyers who don’t typically shop with in euros. The physical card however has a fairly hefty annual fee, but given the service’s positive reviews and effectiveness, it may be worth the cost.
