Yes - your state tax debt will be also applied to your federal tax refund .

Section 6402(e) of the United States Tax Code allows federal tax refunds to be offset to collect delinquent state income tax obligations.
Georgia will try to collect your debt even you are out of state.
As you was not able to negotiate Offer-In-Compromise - try to work out installment agreement.
